The Bode City Council met in regular session Monday July 3, 2023 at 5:30PM in the council chambers. All members were present, also present Jim Berte. Mayor Peterson called the meeting to order with a motion by Miller, second by Rongved to approve the agenda as posted. All ayes, motion carried. A motion was made by Miller, second by Hasfjord to approve the minutes from the June 5th council meeting as published. All ayes, motion carried.
Mayor Peterson gave the city maintenance report, the city’s new tractor is at the dealership and will be available as soon as all connecting pieces have been installed.
Jim Berte approached the council in regards to the storm/fire sirens. Mayor Peterson will contact Humboldt County’s Emergency Management coordinator, in regards to certain fire/storm sirens being set off.
A motion was made by Fulwider, second by Tepner to approve the Financial Service Agreement with Speer Financial, this company will provide Municipal Advisor Services, pending approval by the State on the Planning and Design Loan Application which consist of rehabilitation of our Sanitary Sewer Collection system, manhole rehabilitation, and sludge removal at the wastewater treatment lagoon system All ayes, motion carried.
A motion was made by Tepner, second by Hasfjord to approve the letter of intent from Dorsey to act as a bond counsel, they will coordinate activity and legal proceedings to enable the City to authorize the Planning and design Loan Application, this approval is also pending approval by the State on the Application. All ayes, motion carried.
A motion was made by Miller, second by Fulwider to approve the building permit at 703 Rossing Ave for a 7x14 deck on the front of the house. All ayes, motion carried.
A motion was made by Rongved, second by Carol to set public hearing as August 7th at 5:30PM to amend City of Bode’s Ordinance:
Title II Policy and Administration,
Chapter 4 Salaries of Municipal Officers:
Section 2-4-1 Council members from $20 per meeting to $30 per meeting.
Section 2-4-2 Mayor from $141.68 per month to 166.68 per month ($25 increase per month)
(These changes would not go into effect until January 2024)
Nuisance Properties were discussed, not all list from council were received. Mayor Peterson tabled this discussion until the August meeting; he also wanted Code of Iowa Section 657.A to be reviewed as a direction should the city proceed with clean-up efforts once the properties and the nuisance on the properties have been reviewed and agreed upon.
Non-Profit Organization utilizing the community center was discussed; following discussion city clerk directed to leave a clean-up list with the different groups, to make sure all items have been cleaned as expected.
